1. All members were present. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of the November 1, 2016 regular meeting.

3. Approved agenda of November 15, 2016.

4. Approved an SSTS grant of $3,000 to Brian Schonborn for Parcel No. 16.016.0100.

5. Approved subordination to AG Star for Donald Linder on SSTS Loan Document #352283.

6. Approved bid from Lagers of Mankato of $26,662 for a van. One other bid was received from Dave Syverson Auto Center in Albert Lea of $27,111.

7. Accepted donation from the First Presbyterian Church of Blue Earth of 18 – $25 gift cards.

8. Approved Resolution 16-PZ11-30 for a conditional use permit for Johnson Pork Producers, LLC Lucas Johnson for the construction and operation of a feedlot with more than 1,000 animal units. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

9. Postponed request for a conditional use permit for Mike and Cindy Weber in Clark Township until the next regular meeting, December 9, 2016 per the request of the county attorney. Commissioner Groskreutz voted no.

10. Approved estimate from Kenneth Kuchenbecker of $18,000 to clean out parts of JD9 in section 6 of Lura Township.

11. Approved Drainage Manager’s adjusted hours.

12. Approved requests from L. Olson, B. Rauenhorst, and A. Scholtes to attend a 4-day Assessment Laws and Procedures with Ethics training in St. Paul; L. Olson, B. Rauenhorst, and A. Scholtes to attend a 4-day Basic Appraisal Principles training and a 4-day Basic Appraisal Procedures training in St. Cloud.

13. Approved payment bills totaling $173,824.04.
