Blue Earth Area School Board Minutes

March 11, 2019

The regular meeting of the Board of Education of the Blue Earth Area, I.S.D. #2860 was held on Monday, March 11, 2019, in Blue Earth, MN.

Present were School Board members: F. Bly, J. Coxworth, S. Hauskins, S. Rosenau, K. Zierke, S. Benz, and S. Beyer. Also attending were Supt. Jensen, principals, members of the press, staff and public.

The meeting was called to order at 5:30 p.m. by Chairperson Susan Benz. The Pledge of Allegiance was recited.

The agenda was approved on a Beyer/Bly motion, 7-0 vote, with amendments of removing the Consideration to Change the Graduation Requirements to Include a 9th Grade Careers Class and adding the hiring of Rachael Jaeger as a paraprofessional to Personnel.

On a Hauskins/Beyer motion, the corrected February minutes were approved. 7-0 vote.

The Board approved 6 money transfers in the amount of $1,003,000.00 on a Bly/Zierke motion. 6-0 vote with Member J. Coxworth abstaining.

Peter Koenig reported on Music in Our Schools month.

Superintendent Report: Legislative update

Committee Reports:

Finance & Facility Committee met last Monday to discuss the high school parking lot and boiler projects.

DLT Met and discussed Calendar 2019-20, Elearning days, curriculum, communication subcommittee (surveys and jmc parent notifications), and tech (G. Holmseth digital footprint and online safety).

Action Items:

On a Bly/Hauskins motion the Board unanimously approved the Superintendent Profile for Interviews.

On a Bly/Zierke motion the Board approved the List of Potential Candidates. 7-0 vote.

The Board recessed at 6:15p.m.

The Board was called back to order at 6:21p.m.

The Board approved the Budget Revision for FY19 on a Rosenau/Bly motion. 7-0 vote.

On a Bly/Hauskins motion, the Board approved Directing Administration to Create a List of Recommended Budget Adjustments for the 2019-20 year. 7-0 vote.

The Board approved the Bids for the High School Boiler and Parking Lot projects on a Coxworth/Zierke motion. 7-0.

The Board approved the Letter of Support for the Winnebago School Pilot Project on a Beyer/Coxworth motion. 7-0.

On a Hauskins/Beyer motion, the Board approved the Interagency Transportation Agreement. 7-0 vote.

On a Beyer/Coxworth motion, the Board approved adding 20 minutes to the school day beginning March 18, 2019. Also 1 1/2 teacher professional development days would be added June 5th & 6th. This would be pending approval of the teacher's association on to lengthen the working day. 7-0 vote.

On a Hauskins/Beyer motion, the Board approved adding June 3, 4, & 5 as additional days of school and adding June 10th & 11th as professional development days if the teacher's association did not approve lengthening the work day. 6-1 vote, with Bly casting the dissenting vote.

On a Bly/Zierke motion, the Board unanimously approved the 2019-2020 Calendar.

On a Beyer/Hauskins motion, the Board approved the Resolution to Combine & Delegate the Duties of the Clerk & Treasurer. Member S.Beyer, S. Hauskins, S. Benz, S. Rosenau, F. Bly, K. Zierke, and J. Coxworth all voted yes.

On a Bly/Beyer motion, the retirement for Pam Armon was approved on a 7-0 vote.

On a Benz/Hauskins motion, the leave request for the 2019-20 school year for Hannah Olson was denied on a 7-0 vote.

On a Beyer/Zierke motion, Rachel Jaeger's hiring as a paraprofessional was approved on a 7-0 vote.

John Huisman addressed the Board in regards to the City Council raising the Tobacco age limit from 18 to 21 and also banning flavored tobacco products.

On a Hauskins/Zierke motion, the meeting was adjourned at 7:50p.m. 7-0 vote.

The meeting was called to order at 6 p.m. by Chair Susan Benz.

The agenda was approved with a motion by Member Beyer and seconded by Member Zierke. 7-0.

Agenda:

1. Roll Call.

2. Approval of the Meeting Agenda.

3. Discussion of Superintendent Candidates.

A recess was made after discussion of candidates from 6:42-6:47.

4. Determination of Superintendent Finalists.

A motion was made to give second interviews to candidates D Pace and M Fletcher by Member Bly and seconded by Member Zierke. Motion approved 7-0.

A motion was made to give B. Schmidt a second interview if either of first candidates were not able to attend by Member Hauskins and seconded by Member Beyer. 7-0.

SCSC Consultant Remme contacted D Pace and M Fletcher and confirmed candidates Fletcher and Pace will attend second round interviews.

5. New Superintendent Contract Negotiation Team.

Harold Remme guided the board through the selection of a superintendent.

Member Coxworth moved to enter into a superintendent contract with Mandy Fletcher. Member Hauskins seconded the motion. Motion carried. 7-0.

Harold Remme contacted Ms. Fletcher and confirmed she accepted the offer to enter into contract negotiations.

Discussion of Superintendent Contract. Member Beyer made a motion with a second by Member Bly to make Chairperson Benz the spokesperson for contract negotiations. 7-0 vote.

The meeting adjourned at 8:45 p.m. on a Zierke/Bly motion. Vote 7-0.

4. Approved hiring Todd Hanevik as Jail Administrator in the Sheriff Department.

5. Approved hiring Wendy Brown as Technical Clerk in the Drivers License Bureau.

6. Approved hiring Nicholas Bleess and Jamie Smith as part-time dispatcher/jailers in the Sheriff Department.

7. Adopted Resolution 19-CB-11 declaring a state of emergency due to conditions resulting from the spring flood event of March 2019. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

8. Approved purchasing replacement for Unit 18 that was totaled in a rollover and to not purchase a survey truck from the state contract.

9. Approved the Public Works Director to issue an overweight permit to Big Blue Wind Farm to fix a wind generator. Commissioner Loveall voted no.

14. Approved payment of the following bills: Auditor warrants totaling $723,192.12; ACH-EFT payments totaling $266,320.33; and audit/auxiliary totaling $401,602.78.
