ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Street & Utility Improvements – 2020 – F18.111909 will be received by the office of the Clerk, City of Easton, 51 Main Street, Easton, MN 56025-0136, until 1:00 p.m. local time September 15, 2020, at which time the Bids received will be publicly opened and read. The Project consists of construction of sanitary sewer, storm sewer, watermain, aggregate base, concrete curb and gutter, concrete walk and driveway pavement, bituminous pavement, and turf restoration.

Together with numerous related items of work, all in accordance with Plans and Specifications. This project is subject to Buy American Iron and Steel Provisions, and Responsible Contractor Certification.

Bids will be received for a single prime unit price bid Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

You may view the digital plan documents for free by entering Quest project #6986851 on the website’s Project Search page. Documents may be downloaded for $45.00. The cost of printed Bidding Documents from the Issuing Office will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non- refundable. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.

An optional paper set of project documents is also available for a nonrefundable price of $100.00 per set. A Bid shall be submitted no later than the date and time prescribed and at the place indicated in the advertisement or invitation to bid. For this project, the City will be accepting both paper bids and online electronic bids through QuestCDN. To access the electronic bid form, download the project documents and click the online bidding button at the top of the advertisement. Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted.

Bid Security shall be furnished in accordance with the Instructions to Bidders.

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract.” The nation-wide waiver regarding the following products apply to this contract: (1) pig iron; and (2) stainless steel bolts.

CITY OF ELMORE

REQUEST FOR PROPERTY TAX ABATEMENT

HEARTLAND

RETREAT CENTER, LLC

The City of Elmore, Minnesota will be holding a public hearing for the purposes of discussing a request for real property tax abatement by Heartland Retreat Center, LLC to abate a portion of the real property taxes imposed against parcel number 25.033.0830 for a period of seven years beginning in 2021. The City Council will hold a public hearing on this matter beginning at September 14, 2020 at 6:30 p.m. at Elmore City Hall located at 202 S. Highway 169.

In accordance with the requirements of Minn. Stat. Section 13D.021, Mayor Bjorn Olson has determined, and the Council has agreed, that an in person meeting is not practical or prudent because of the COVID-19 health pandemic or an emergency declared under Chapter 12 of the Minnesota Statutes.

Because of the health pandemic, it has been determined that attendance at the regular meeting location by members of the public is not feasible and it has been determined that the physical presence at the regular meeting location by at least one member of the body, chief legal counsel or chief administrative officer is not feasible. Therefore, some or all of the City Council members may be participating by telephone or other electronic means.

AUGUST 4, 2020

1. All members present via teleconference. The pledge of allegiance was recited.

2. Approved synopsis and official proceedings of the July 21, 2020 regular meeting and October 17, 2019 and November 29, 2019 CD12 hearings.

3. Approved agenda of August 4, 2020.

4. Approved travel policy for Faribault County employees, which will replace the current travel policy/guidelines and will stay active until the board determines it is no longer necessary.

5. Accepted County Coronavirus Aid in the amount of $1,655,319 and small municipality Coronavirus Relief Aid in the amount of $81,530.

6. Set Coronavirus Relief Funds allocation work session for 8:00 a.m. August 6, 2020.

7. Approved Resolution 20-CB-54 approving the acquisition of property from Pheasants Forever, Inc. near Guckeen. Commissioners Groskreutz, Loveall, Roper, Warmka, and Young voted yes.

8. JD7FM board called to order. Approved DJ7FM repair scope and cost-share contract amendment. Loveall, Young, and Roper voted yes.

9. Approved payment of bills totaling $ 637,620.39.

Discussion was held concerning the following:

1. L. Scholten met regarding central services business.

2. Innvaer Stein with the Minnesota Department of Natural Resources met regarding a land acquisition.

Complete minutes are on file in the Central Services Office.

The meeting was recessed to August 18, 2020.
